Definition
People in emergency accommodation as reported through the PASS system in DHLGH monthly homelessness publications. Purpose-built estimated series via semi-automated ingest (ingest_dhlgh_homelessness.py) until an official API observation contract exists. Never overwrite a later official observation with this extract.
