Definition
Dublin Region Homeless Executive rough sleeper count from a human-checked fixture. Dublin geography only — no recurring national rough-sleeper series exists. Separate estimated series; do not splice onto PASS State figures. UI may show a Census-share national estimate band (Dublin historically ~75–80% of census-night rough sleepers) — that band is estimated display logic, not an official observation.
