Estimated — not a CSO ROA12 observation. Bands are the published text aggregates (80 km/h or greater 54% of 183 known-limit deaths; 60 km/h = 34; remainder 50 km/h or below; 2 unknown). The February 2025 cut of local rural limits to 60 km/h means that band includes roads that were 80 km/h before. Do not cross-tab with road user — the PDF does not publish that matrix.
